Ra\u00fal Eduardo Berr\u00edos Ram\u00edrez, Secretario Ejecutivo del Consejo Nacional de Atenci\u00f3n al Migrante de Guatemala \u2013CONAMIGUA\u2013, present\u00f3 la ponencia \u201cVisi\u00f3n y Misi\u00f3n Institucional del Consejo Nacional de Atenci\u00f3n al Migrante de Guatemala -CONAMIGUA- respecto a la implementaci\u00f3n de la Pol\u00edtica Migratoria de Guatemala en sus diferentes dimensiones\u201d.<\/span><\/div><div class=\"paragraph normal ng-star-inserted\" data-start-index=\"8396\"><b class=\"ng-star-inserted\" data-start-index=\"8396\">An\u00e1lisis de la Pol\u00edtica Migratoria Nacional<\/b> <span class=\"ng-star-inserted\" data-start-index=\"8440\">Durante su exposici\u00f3n, el Lic. Berr\u00edos profundiz\u00f3 en el contenido t\u00e9cnico de la Pol\u00edtica Migratoria Nacional, aprobada mediante el Acuerdo AMN 009-2023, la cual establece un marco estrat\u00e9gico para la gesti\u00f3n de la movilidad humana con enfoque de derechos, sostenibilidad y gobernanza institucional. Esta pol\u00edtica define l\u00edneas de acci\u00f3n en torno a cuatro ejes tem\u00e1ticos: derechos humanos y atenci\u00f3n a personas en situaci\u00f3n de vulnerabilidad; servicios migratorios, consulares y de frontera; integraci\u00f3n y reintegraci\u00f3n sustentable; y migraci\u00f3n como motor de desarrollo.<\/span><\/div><div class=\"paragraph normal ng-star-inserted\" data-start-index=\"9009\"><b class=\"ng-star-inserted\" data-start-index=\"9009\">Articulaci\u00f3n con el Plan de Reactivaci\u00f3n Econ\u00f3mica y Social (PRES)<\/b> <span class=\"ng-star-inserted\" data-start-index=\"9076\">Uno de los principales aportes de esta intervenci\u00f3n consisti\u00f3 en evidenciar el v\u00ednculo entre los objetivos de la Pol\u00edtica Migratoria y los componentes sustantivos del Plan de Reactivaci\u00f3n Econ\u00f3mica y Social \u2013PRES\u2013, impulsado por el Consejo. En particular, el PRES reconoce a la movilidad humana y la atenci\u00f3n integral al migrante como un eje estrat\u00e9gico indispensable para el desarrollo econ\u00f3mico y social del pa\u00eds.<\/span><\/div><div class=\"paragraph normal ng-star-inserted\" data-start-index=\"9491\"><span class=\"ng-star-inserted\" data-start-index=\"9491\">El fen\u00f3meno migratorio en Guatemala est\u00e1 marcado por su complejidad: el pa\u00eds es simult\u00e1neamente origen, tr\u00e1nsito, destino y retorno de flujos migratorios. En este contexto, las pol\u00edticas p\u00fablicas deben responder no solo a una l\u00f3gica de atenci\u00f3n humanitaria, sino tambi\u00e9n a una visi\u00f3n estructural de desarrollo, lo cual es recogido por el PRES en su propuesta de dinamizaci\u00f3n de territorios, inversi\u00f3n social, fortalecimiento institucional y gobernanza democr\u00e1tica.<\/span><\/div><div class=\"paragraph normal ng-star-inserted\" data-start-index=\"9955\"><b class=\"ng-star-inserted\" data-start-index=\"9955\">Estrategias para la protecci\u00f3n y el desarrollo<\/b> <span class=\"ng-star-inserted\" data-start-index=\"10002\">Desde esta perspectiva, la Pol\u00edtica Migratoria presentada por CONAMIGUA y discutida en el Consejo busca:<\/span><\/div><div class=\"paragraph normal ng-star-inserted\" data-start-index=\"10106\"><span class=\"ng-star-inserted\">\u2022 <\/span><span class=\"ng-star-inserted\" data-start-index=\"10106\">Reforzar los mecanismos institucionales para la protecci\u00f3n de los derechos de las personas migrantes.<\/span><\/div><div class=\"paragraph normal ng-star-inserted\" data-start-index=\"10207\"><span class=\"ng-star-inserted\">\u2022 <\/span><span class=\"ng-star-inserted\" data-start-index=\"10207\">Fomentar una reintegraci\u00f3n digna que vincule a los retornados con procesos productivos locales.<\/span><\/div><div class=\"paragraph normal ng-star-inserted\" data-start-index=\"10302\"><span class=\"ng-star-inserted\">\u2022 <\/span><span class=\"ng-star-inserted\" data-start-index=\"10302\">Aprovechar el capital humano y econ\u00f3mico de la di\u00e1spora guatemalteca como recurso para el desarrollo nacional.<\/span><\/div><div class=\"paragraph normal ng-star-inserted\" data-start-index=\"10412\"><span class=\"ng-star-inserted\" data-start-index=\"10412\">Estas acciones coinciden con el enfoque del PRES en relaci\u00f3n con el desarrollo rural, la inclusi\u00f3n econ\u00f3mica, el fortalecimiento del servicio civil y la gesti\u00f3n con transparencia, todos ellos componentes estructurales clave para un Estado moderno y resiliente. Adem\u00e1s, la gesti\u00f3n migratoria basada en datos e informaci\u00f3n estrat\u00e9gica \u2014tambi\u00e9n prevista en la Pol\u00edtica Migratoria\u2014 se alinea con el componente estructural del PRES relacionado con la creaci\u00f3n de un Sistema Nacional de Informaci\u00f3n para la toma de decisiones p\u00fablicas.<\/span><\/div><div class=\"paragraph normal ng-star-inserted\" data-start-index=\"10941\"><b class=\"ng-star-inserted\" data-start-index=\"10941\">Fortalecimiento del di\u00e1logo interinstitucional<\/b> <span class=\"ng-star-inserted\" data-start-index=\"10988\">La presentaci\u00f3n del Lic. Berr\u00edos no solo brind\u00f3 insumos t\u00e9cnicos de alto valor, sino que adem\u00e1s reafirm\u00f3 la importancia de la articulaci\u00f3n interinstitucional y la generaci\u00f3n de consensos multisectoriales, elementos fundamentales para avanzar en la construcci\u00f3n de pol\u00edticas p\u00fablicas integrales, coherentes y sostenibles.<\/span><\/div><div class=\"paragraph normal ng-star-inserted\" data-start-index=\"11308\"><span class=\"ng-star-inserted\" data-start-index=\"11308\">Para el Consejo, este tipo de ponencias representa un aporte clave al di\u00e1logo social de alto nivel, en tanto proporcionan evidencia, visi\u00f3n t\u00e9cnica y propuestas estrat\u00e9gicas que permiten asesorar de manera m\u00e1s efectiva a los organismos del Estado en temas de
