La ponencia estuvo a cargo del Dr. Caryl Alonso Jim\u00e9nez, especialista en an\u00e1lisis de pol\u00edticas p\u00fablicas.<\/span><\/div><div class=\"paragraph normal ng-star-inserted\" data-start-index=\"12152\"><b class=\"ng-star-inserted\" data-start-index=\"12152\">Evoluci\u00f3n hist\u00f3rica de la planificaci\u00f3n institucional<\/b> <span class=\"ng-star-inserted\" data-start-index=\"12206\">Durante su intervenci\u00f3n, el Dr. Alonso abord\u00f3 la evoluci\u00f3n hist\u00f3rica de la planificaci\u00f3n institucional en Guatemala, desde los antecedentes del informe Britnell de 1949 hasta la situaci\u00f3n actual, destacando los momentos clave que definieron la estructura del modelo econ\u00f3mico productivo nacional. Subray\u00f3 que la eliminaci\u00f3n del enfoque de planificaci\u00f3n estatal en 1997 marc\u00f3 un punto cr\u00edtico, generando una dispersi\u00f3n institucional que a\u00fan afecta la capacidad del Estado para definir estrategias integrales de desarrollo.<\/span><\/div><div class=\"paragraph normal ng-star-inserted\" data-start-index=\"12727\"><b class=\"ng-star-inserted\" data-start-index=\"12727\">Hacia una gobernanza anticipatoria<\/b> <span class=\"ng-star-inserted\" data-start-index=\"12762\">El ponente enfatiz\u00f3 que las pol\u00edticas p\u00fablicas no son simples acciones de gobierno, sino cursos de acci\u00f3n de largo plazo impulsados por el Estado para orientar la institucionalidad hacia metas de desarrollo social y econ\u00f3mico. Estas deben surgir del an\u00e1lisis riguroso, el dise\u00f1o t\u00e9cnico y la negociaci\u00f3n con diversos actores sociales.<\/span><\/div><div class=\"paragraph normal ng-star-inserted\" data-start-index=\"13096\"><span class=\"ng-star-inserted\" data-start-index=\"13096\">Asimismo, explic\u00f3 el concepto de \u201cgobernanza anticipatoria\u201d, entendida como la capacidad de identificar escenarios futuros, calcular riesgos y tomar decisiones estrat\u00e9gicas con participaci\u00f3n multisectorial. En ese sentido, destac\u00f3 al di\u00e1logo social como un instrumento clave para generar consensos, fortalecer la confianza institucional y definir rutas hacia la prosperidad.<\/span><\/div><div class=\"paragraph normal ng-star-inserted\" data-start-index=\"13470\"><b class=\"ng-star-inserted\" data-start-index=\"13470\">Fortalecimiento de la funci\u00f3n consultiva<\/b> <span class=\"ng-star-inserted\" data-start-index=\"13511\">El Dr. Alonso tambi\u00e9n abord\u00f3 la necesidad de fortalecer las capacidades t\u00e9cnicas del Consejo para cumplir con su funci\u00f3n consultiva, y remarc\u00f3 que comprender el ciclo de pol\u00edticas p\u00fablicas es esencial para lograr una planificaci\u00f3n eficaz y sostenible en el tiempo.<\/span><\/div><div class=\"paragraph normal ng-star-inserted\" data-start-index=\"13775\"><span class=\"ng-star-inserted\" data-start-index=\"13775\">La Asamblea concluy\u00f3 reafirmando el compromiso del Consejo con la generaci\u00f3n de espacios de di\u00e1logo informado y t\u00e9cnico, como base para la construcci\u00f3n de propuestas integradoras que respondan a los desaf\u00edos del
